The Dinner will feature the presentation for the 2026 Sally Isaac Memorial Scholarship Fund Award, the presentation for the 2026 ALGWA Vic Bursary Award, as well as a guest speaker.

ALGWA Vic Bursary Award

ALGWA Vic is committed to encouraging women to advance their careers in the local government sector through study. That's why, in 1989 (under the leadership of then-President Pam Robinson AM), ALGWA Vic established an Annual Bursary Award to encourage and assist women in the local government sector to further their education.Since then, the prize has been awarded to over 30 women from member councils across metro and regional Victoria.

Sally Isaac Memorial Scholarship Fund Award

The Sally Isaac Memorial Scholarship Award fosters the professional development of emerging female leaders who commit themselves to the improvement of their communities and those they serve through a $10,000 educational scholarship. The award is open to women 35 years and under who have demonstrated achievement and commitment to improving community life in Victoria through:

Local Government
Social Justice
Aboriginal affairs and reconciliation
Arts and music
Community health
Culturally and linguistically diverse communities
Urban planning
The environment

About Sally Isaac

Sally Elizabeth Isaac was an extraordinary woman and young leader in the Local Government sector who passed away in early 2009.

In 2006, at the age of 33, Sally was appointed Director of Community Programs at Yarra City Council where she was directly responsible for 342 professional staff working in aged care, child care, community planning, advocacy, the arts and library services.

Sally was exuberant and brave, bright and insightful, brilliant and engaging. She was focused and intelligent with an enduring commitment to making things better. She was also humble, loving and full of fun with wisdom beyond her years.

There was truly something special about Sally Isaac and for all who knew her she will remain an inspiration and close to their hearts. Soon after her death her family, friends and colleagues met to discuss ways to recognise the incredible impact that she had on people’s lives. They decided to establish the Sally Isaac Memorial in her honour.

Tracy Hall is an international author, keynote speaker, advocate and former global marketing executive with more than 25 years of experience leading growth, digital innovation, and customer engagement for some of the world's most recognised tech brands, including eBay, GoDaddy, Virgin, Afterpay and Block.

Today, Tracy sits at the intersection of some of the defining challenges of our time: trust, cyber security, artificial intelligence, scams, fraud and human vulnerability. her work explores a critical question facing organisations, governments, and individuals alike: in a world where technology is becoming harder to trust, how do we build humans who are harder to deceive?

Drawing on her own experience as the final known victim of Australia's most prolific conman, Hamish McLaren, Tracy combines lived experience with deep research into behavioural science, trust, deception, financial crime, and digital risk. Her story was featured in the hit podcast Who the Hell is Hamish?, and her bestselling memoir, The Last Victim, provides a powerful account of intimate fraud, coercive control, betrayal, and rebuilding after devastating loss.

Today, Tracy works with global brands, financial institutions, technology companies, government, and law enforcement agencies to help people and organisations become more resilient to manipulation in all its forms. Through her keynotes, workshops, consulting and media appearances, she challenges audiences to rethink trust, strengthen critical thinking, and develop what she call "trust literacy" - the ability to navigate an increasingly complex world with confidence, discernment and good judgement.

Her work has led to partnerships with organisations including Visa, PayPal, Bumble, major banks, and government agencies. She has been recognised as one of the Top 20 Fraud Experts to Follow on LinkedIn and is a sought-after commentator on scams, fraud, cybercrime, digital identity, online safety and the future of trust.

Beyond her professional work, Tracy serves as a board director on Mongrels Men, and men's mental health charity, and as Special Advisor to CyberTrace, an organisation that investigates cyber fraud and stolen crytocurrency.

A passionate advocate for creating a generation of "unhackable humans", Tracy believes that trust literacy will become as essential in the next decade as financial literacy and digital literacy are today.
